Identify what your door is doing before you call. If it is one of these, do not keep operating it.
Your torsion spring has snapped under intense torsional load. Forcing the opener to lift the door without spring assistance will burn out the motor or snap the drive belt.
A lift cable has slipped off the drum or a roller bearing has seized and popped out. Operating the door in this state can completely drop the heavy panels.
A stripped internal nylon drive gear or a blown starting capacitor. We carry complete carriage gear rebuild kits in our trucks to repair your system immediately.
Don't let a snapped spring, snapped cable, ripped weather seal, or a defective remote keep you locked inside. Our expert teams carry fully stocked dispatch trucks. We regularly perform comprehensive garage door maintenance (inspection, lubrication, adjustment, and component testing) to keep your system safe. We serve Citrus Heights and the cities around it.
In Citrus Heights the zoning code puts a garage conversion through Design Review, on top of any other approval it needs, and fixing the door on it is a different job altogether.
A broken garage door is a repair, but a garage that is about to stop being a garage is a project the City of Citrus Heights looks at more than once. The city's zoning code lists a garage conversion among the residential projects that need Design Review, names the Community Development Director as the review authority for it, and says Design Review is required in addition to every other approval the code calls for. Separately, the Building & Safety Division's handout of projects requiring a building permit lists garage conversion with a yes for residential work. So a conversion needs at least two approvals: Design Review and a building permit.
If the garage is becoming an accessory dwelling unit or a junior accessory dwelling unit, the code settles the parking in advance: no replacement parking is required for the spaces a conversion like that removes. The same section commits the city to processing ADU and JADU applications ministerially, within the timelines state law sets. That is what the code settles in advance. Whether the conversion goes ahead is a separate decision, and while that is pending the garage is still a garage — a door that sticks halfway or comes down hard is worth putting right for however long the paperwork takes.
The zoning code also says how a garage should look. Its residential design guidelines ask that a garage share the architectural style and exterior materials of the house, and that the face of a garage not be "the dominant visual element of the streetscape." Those guidelines are read through Design Review, for projects such as homes in a new subdivision, second-story additions and garage conversions. Nothing in them, or in the Design Review table, names replacing the door on a garage that is already standing.
Whether replacing the door itself needs a building permit is a question for the Building & Safety Division's Permit Services; the city's permit handout says in so many words that it is not an all-inclusive list, and it sends zoning questions to the Planning Division.
If your door is acting up rather than due for replacing, try it once on purpose before heading out to Rusch Community Park or a Mesa Verde High School game. Watch where it slows, listen for where it scrapes, and bring both details to the call.

Permits for work inside the Citrus Heights city limits come from the city itself — City of Citrus Heights — and not from Sacramento County. Replacing a door is a different job from swapping an opener, and whether either one needs a permit is theirs to say, so start with the City of Citrus Heights's building permit page: that is where the current requirements and fees live.
